Merge tool: "Safe" merging only variables creates a new step #331

When using the "Safe merge" button to merge only variables into an interview, it also creates a new step in the new interview with "zzz Merged" as the step name. Sample before and after guide files are attached. image

Found in staging v A2J 10.0.0-0-2022-06-22. I was able to reproduce this.

Note that merging only media files did not produce this error.
