Altitude not taken into account at waypoints #776

What steps will reproduce the problem?
1. While using x-plane to simulate a flight I set the arduplane to fly to a 
waypoint at a specific altitude and when it reaches the lat/lon of the waypoint 
it checks off that it reached the waypoint even if it is not at the desired 
altitude.
2. Used change altitude command and it appeared to have no effect

What is the expected output? What do you see instead?

I expected ardupilot to not check off the waypoint until it reached the radius 
of the waypoint on all 3 axis, not just lat/lon. If it reaches the lat/lon of 
the waypoint but not the altitude I would like it to circle while it 
ascends/descends to the desired altitude.

Instead the ardupilot advances to the next waypoint before reaching the desired 
altitude of the current waypoint.

What version of the product are you using? On what operating system?

I am using x-plane 10 and Mission Planner 64-1.2.12

For the application I am using this for I need a way to be at a specific 
altitude at the waypoint location prior to advancing to the next waypoint. Do 
you have any suggestions on how to do this?

Perhaps a WP Height could be added next to WP Radius in the Waypoint Table of 
Flight Planner so that a user could define the window of altitude to consider 
the waypoint reached with an option of zero for "ignore."
