install ELBOW, load R/4.0 #7

Elbow is not installed on Biowulf; pipeline fails without this required package

Fixed issue by loading R as v4.0, which defaults BIOCMANAGER to version 3.12 (needed for ELBOW to install) and adding an install line if package is unavailable to code
