Singularity cache is too large for biowulf home dir #25

My singularity cache very quickly grew to > 11GB during development of QC steps. The limit on biowulf in /home/$USER is 15GB. Is there another location we can put it with a better capacity?

I actually do have the cache set to /data/$USER, which should have a 100GB quota. For some reason it's not always using the correct cache location?
