Added configuration files to use DbUnit #77

This is the basis for future unit tests using the database :

travis-ci will :

create the database and a user
import the database's schema
copy ci/conf/CI_CONFIG.php to CONFIG/LOCAL_CONFIG.php
run phpunit using ci/conf/travis.xml as its configuration file.

phpunit/dbunit will :

load a dummy set of data before running DummyDatabaseTest
