Add stable commit ids to local.conf #18

I don't have swift in /opt/stack, and I added tempest here because I had it. I also have:

requirements (stable/pike, commit d3ff901be13e3c69b3952cee2388a8085ddb5d9a)
ceilometer (stable/pike, commit 51d4ea0a1544db06159a8d8037131428a42cc651)
osprofiler (stable/queens, commit 2eef34430671bac137a0e16d0d87197feb726464)
panko (stable/pike, commit f3ee4b5f230e11b213edd7a9630d9b0fcd607b8c)

Also, maybe we can pull our own osprofiler, because this one overwrites some settings related to tracing sql requests.

My osprofiler is git@github.com:EmreAtes/osprofiler.git and the stable/queens branch fixes the issue I mentioned, it's otherwise the same with original stable/queens/

@EmreAtes have you tried this local.conf on a new ORE instance?

No, not yet. I can try.

It seems to work fine on my machine. Waiting on merge because I'm not sure we want this local.conf in master branch.

I'm also trying it out now, Raja suggested that we solidify the working commits, hence this pull request. Should we keep this in another branch?

I'll let you know if it runs fine for me.

I could also create a VM, and it works correctly.
