Svn patching #8

Use SVN to patch rather than git patch.

No longer have to rebuild a patch file every time we modify devstack
SVN patching can be done in cloud-config, rather than manually
Centralize all devstack changes to this repo

Address #5 and #7

@EmreAtes note that if you fork the ORE repo, you have to edit the yaml template to point to your fork or it will continue to download from CCI-MOC. Where do you think would be a good place to include this warning? In the README, in the template itself as a comment, etc?
