Teach KKR and Tara how to add users to communications github #5

they are currently part of communications team, need to make a communicatins repository with admin permissions

Both have admin permissions, need to show them how to use them.

Seems like Tara has this one well in hand. Will train Ken when it comes up. Since public, sharing git link should also work for many use cases.
