Figure out how XDMoD should react to multiple clusters

Completion criteria

Decision made about what to do about multiple clusters and epic/s created to deal with that

Description

  1. Discuss ways to have XDMoD deal with multiple clusters
  2. Document decisions made
  3. Create new epics and issues to track those decisions
