[Epic]Operate First SMAUG cluster deprecation #44

Motivation

*The current users of the cluster have announced EOL for the cluster. This has a number of implicaitons:

  1. Since it is in OCT space we want to explore returning the hw to OCT usage
  2. 3, or 4, of the servers are speced as controller nodes

Completion criteria

SMAUG cluster turned off, 3 Contoller Nodes and 1 management node moved to a new location. The rest of the servers are added to OCT and ESI.

Description

Operate First is being EOL. This Epic is to cover what we do with the hardware once Operate First is no longer using it.
