[Epic] Bring up R4-PA-C21 "Research Rack" #53

Motivation

We are working on deprecating our old hardware. Many of the nodes we have are being used by researchers and other projects. The plan is to free up the old nodes so that we can deprecate them. This will start a chain reaction. Once we can move everyone off of a rack or two worth of space we can deprecate those nodes and fill those racks with new nodes, then we can move even more processes into those racks, and so on and so forth.

Completion criteria

New Racks up and running with 2-4 new systems and the rest donated FX2s with 2 z9100 and 1 s3048.

Description

Stand up a new rack that we can move the Researchers to and free up the HIL/BMI nodes. This will allow for a chain reaction of upgrading old nodes.

PR for node manifest for ESI - Mainn Power testing - Hakan 2-4 modern nodes - Erik Add to ESI - Hakan provides a switch manifest, and Mainn will enroll into the current ESI
