Add cluster ID concept into ESI openshift deployments #501

Cluster IDs have been added to basic cluster deployments, allowing for easier management. ESI OpenShift deployments have slightly more complex requirements when tracking resources. Solving this issue will allow for a consistent path for others to follow.
