We talked about distro packaging for obmd on https://github.com/CCI-MOC/obmd/issues/27. We should do the same thing for hil-vpn; it would be even more useful in this case, since the setup is more complex.

Do we want to put this on the 0.1 milestone? the setup process is more involved than for obmd, so I think it would provide a lot more value.
