Rename "dell" driver to "powerconnect" #875

@geedo0 points out that with the dellnos9 driver going in, it's a bit confusing to also have a driver named 'dell'. Perhaps we should rename the old dell driver to 'powerconnect'.

There's a bit of work to do making the migration on this smooth.

Will we also want to change the Alembic branch label to 'powerconnect' as well?

Ideally, though I'm not sure how involved that would be.
