Update create_bridges to remove the bridges it makes, and also update create_bridges.service to have a stop method that calls the corresponding action. #918

Depending on how we do the OpenVPN service, this may be obviated by that, as this script is there for headnodes' benefit

I am gonna close this, since we have agreed to work towards the OpenVPN service.
