I think it would be better to keep it in the docs folder. Github will still find it there. Essentially you are renaming and slightly modifying developer-guidelines.md. Ian Ballou (@Izhmash) is another active core contributor.

and @shwsun is also available for reviews sometimes, and he's a HIL core contributor.

This addresses what @zenhack suggested here

@xuhang57 we could get rid of the checklist in #935 because this will prompt users to see the guidelines for making contributions.
