Move build into meson #20

Finally take a stab at rationalising the build system

@IsaacKhor while you're doing this, could you also move the code files (.cc and .h) into a dedicated src directory? It's hard to navigate the codebase when there's many other type of files unrelated to the code in the same directory. Thanks!
