switch mailing list from majordomo to mailman #64

This is not very pretty but it works.

If we ever upgrade to Mailman 3 there will be a nicer way to do it using the REST API but this seems to be the only option with Mailman 2.

We should not merge this until the new list is created.

Removing users isn't automated right now, but I don't think it would be too hard. So far we have just done it manually and people unsubscribe themselves from the list, or ask us to do it.
