Some Instances are erroneously added to invoice as there is no "delete" action in instance actions

Motivation

The billing is incorrect. Some instances have no deleted action in the event list even though they were deleted, therefore appearing as still running to the invoicing script.

Completion Criteria

New invoices created with a corrected response to the VM state of "delete"
