Setup moc-infra on ocp-prod controllers #1037

We plan to deprecate MOC ocp-prod soon, and will no longer be running a production openshift service. So, this frees up the new dell machines and we can reuse for running a moc-infra cluster. We would also need to add some high capacity drives so we have local storage instead of relying on an external ceph cluster.

The machines have 3 400G SSDs, 2 of those are in RAID1 for boot.

Not sure how many more drives we can put, but it would be nice to have 4 to 6 TB of storage per host.
