Add a docker file to build a test image (Dockerfile.moc-xdmod.ci) #128

Move the things required for running xdmod's CI tests from Dockerfile.moc-xdmod and place into Dockerfile.moc-xdmod-ci. This way we build a image based on the production image that just contains the code to test xdmod
