[ ] Add a popup when user tries to import a clinical data file that warns they should be careful to avoid importing data with PHI. Link-outs to other resources (the manual / a video describing the process of PHI identification) would be valuable

Added a info alert that indicates user should be wary of PHI in samples and links out to more info #101. Also provide info in the new privacy module
