Release 0.3.3. Remove EoL distros. Add ROS1 M, N. #68

Problems to be addressed

CI config is still covering outdated ROS distros (Indigo, Jade, Lunar).
CI config does not test some newer, alive ROS distros (Melodic, Noetic).

Changes

Release metadata update (Partially addressing #67).
Remove outdated distros from CI conf.
Add jobs for the newer distros.

CoS

[ ] CI passing.

I pushed ros1 branch based off of indigo branch, as a new default branch for this repo for ROS distros newer than Indigo as ROS Indigo is EoLed already.

And I set the target of this PR to ros1.
