Add default community health files and GitHub organization profile

This PR adds content for default community health files and a GitHub organization profile. I tried to keep the spirit of the original content intact while reducing the number of files and enabling this content to become a default for any project which currently lacks these files within the organization. As a heads up, some of the links here won't work until a merge; they're intended to prepare for when the content may be referenced from various repositories.
