[Feature request] Allow journals to edit the submission check list

On the submission form, add a feature to allow the journals to edit the check list's content and add more items

Also the default should probably include something/warning about content written by LLM

TheoretiCS would appreciate the ability to amend the submission checklist.

A similar request about the same page, TheoretiCS would appreciate being able to create a custom set of check-box declarations (including the ability to amend the current default ones and possibly add more):

• I guarantee to be one of this article's authors, or have the permission to submit in their name
• I guarantee not to have published or submitted this article anywhere else

In particular, the second one is not quite ideal for us, since we are okay with the article having being previously published in a conference, but not another journal. We will probably clarify this with CSS for the time being, but a supported feature would be appreciated.

Also, I think the phrases starting with "I guarantee..." feel slightly awkward in English and perhaps could be rephrased. The following is just a suggestion (in which I'm actively trying not to change the meaning), there could also be better formulations:

• I confirm that I am an author of this article, or am authorised to submit this article on behalf of the authors
• I confirm that this article has not been published or submitted elsewhere
