• [x] VPC Peering in CDK

VPC Peering Connection

• switch to VPC Peering connection, specified in CDK, for cross region access to the SLM server
• All communication between subnets across regions is encrypted and secure.
• No need for NATs or AWS Gateways

• need to review timeouts on all lambdas
• default 3 seconds is causing some issues
