First pass at converting Word doc to Sphinx rst for readthedocs

This is a first pass at converting the existing Word/PDF document to Sphinx rst format for building and hosting on readthedocs.org

There's a lot left to do here...

The initial conversion from Word to rst wasn't that bad, as learned here, but it leaves quite a bit of formatting still needed.

[ ] Need to break the big single .rst files up into separate files for each of the main sections of the doc (Model Dev, Tutorial, Usage Info, Refs).
[ ] Need to get all the FORTRAN code formatted properly
[ ] Should be able to move the "Reporting Issues" and "Version Log" to the end
[ ] Does it need a "List of Figures" and "List of Tables"?
