Makebat jenkins conversion #11

This collection of changes is the conversion of the Jenkins SimSinter project build into a make.bat file.

I just though of something. I didn't add Aspen or gPROMS as requirements. The windows 7 build 06 vm has Aspen and gPROMS installed. It doesn't seem like either of these are required to compile the project but that could be wrong.
