Updating license info #23

Updating license info by replacing the old TE license with a new file with the new open-source license in it.

This addresses #17

I will merge this branch into branch https://github.com/CCSI-Toolset/SimSinter/tree/josh_update_04_21_2021, build again, and open the installer to check it before accepting this PR
