Android backend: support generating makefiles to a different directory #342

The Android backend's generated makefiles are already fairly 
location-independent since paths are relative to ANDROID_BUILD_TOP, not the 
project source location. We could benefit from being able to generate makefiles 
to an arbitrary location (e.g. under android's out/ somewhere) so that we could 
experiment with generating them at build time instead of merge time.
