RUBRIC (S1) - Verify ALL CUSTOMERS BY MERCHANT Routes RESTful #30

(Unclear why this is separate from the other Relational Endpoints rubric requirements.)

This endpoint should:

[x] Render a JSON representation of all customers that have an invoice associated with the given merchant
[x] Always return an array of data, even if one or zero resources are found
[x] NOT include dependent data of the resource (e.g., don’t include the invoice information in the response, just the customer data)
[x] Follow this pattern: GET /api/v1/merchants/:merchant_id/customers
