CDMS does not report build failure #1715

Even when build fails, user doesn't get any warning and hence import cdms2 failes.

it's a long outstanding known issue. Probably should be addressed by the very capable minds of Kitware's cmake experts.

actually, what really should be done is move the configure from libcdms to a real cmake build system. @aashish24 after the release Kitware might want to take a stab at this?

@doutriaux1 sure. Yes, we have many reports but I I didn't realize that how quite it is in reporting errors until I hit this issue.

@aashish24 I think it never ever reported libcdms failure it's probably a legacy issue back from the original build system in the 90s...
