updated VERSION to 3.1.3 and remove reference to cdat_info.cdunif_inc… #356

python setup.py install failed for linux when preparing to upload to anaconda cdat channel. https://circleci.com/gh/CDAT/cdms/2298

I cannot change the title of this PR. I am not removing reference to cdat_info.cdunif_include_directories -- still testing the conda upload which is only done if we are on 'master' branch

Updated .circleci/config.yml not to use docker image for linux, it makes it hard to debug problems at this moment. Updated setup.py, it was referencing: url = "http://github.com/UV-CDAT/cdms" ! Updated the conda upload to VERSION=3.1.3
