I am not removing reference to cdat_info.cdunif_include_directories -- still testing the conda upload which is only done if we are on 'master' branch
Updated .circleci/config.yml not to use docker image for linux, it makes it hard to debug problems at this moment.
Updated setup.py, it was referencing: url = "http://github.com/UV-CDAT/cdms" !
Updated the conda upload to VERSION=3.1.3
Coverage remained the same at ?% when pulling 828afb31d1ed94fd779cac8b1e605efc91063abd on fix_conda_upload into 153cfeb030c7438d620270cdea08f355168d0de3 on master.
