run test_big_array.py by itself and update docs/environment.yml #390

Updated .circleci/config.yml so that we run test_big_array.py by itself and then run the rest of the test files in parallel. Updated docs/environment.yml to fix build failure in readthedocs. (Readthedocs build cdms is now passing: https://readthedocs.org/projects/cdms/builds/10581789/)
