Updated the circleci config to fix issue with conda_upload publishing… #142

… step. Also updated README file with instructions on how to install conda package for jupyter-vcdat. Updated the conda build process to use the recipe folder, updated the meta.yaml template.

This also updates the docker base image used for docker publish step.
