Showstopper: Standardize contour lines for each variable #69

For a given variable, contour lines also need to be standardized (with an option obviously to change it for exceptional circumstances) so that they are the same between comparisons with different model runs (e.g. the same contours should be chosen when comparing Case A and B, Case B and C, and Case A and C, or Case A, B or C to observations.

I'm also sometimes still having issues where the contours are not consistent between the panels of a plot, for instance in this example from my Southern Ocean collection: setso_ann_stress_ers_s_extratropics-combined

@painter1 looks like you guys are letting vas picks the contours, at the very least @susburrows is right you should have an option to lock the counter for all 3 plus (or top 2 in case 3 is a diff)
