vtkweb only partially implements interaction with multiple pannels #9

vtkweb seems to have the required code on the server side. On the client side we need code to map between the client panel and server side window id so that events are send to the proper server side window. This is fixed in the latest vcs.js https://github.com/UV-CDAT/vcs-js/commit/324b964f529ee4800e4c25e2d840eee27b1b0526
