Rename repository #1

If this repo is to be an R package then I think it should be named the same as the R package. COVID19-Rt is not a good R package name.

Further, I think that the tools we develop for Rt estimation shouldn't be COVID-19 specific only, so I would suggest a name that doesn't include a particular pathogen.

Calling this repo cdcrt seems reasonable but not catchy. Happy to go with other suggestions if they exist.

Edit: if this repo is to contain an R package, then I'd also push for it only containing an R package, rather than having a subfolder that has an R package in it.

Thinking about it, perhaps something more like cfart or rtcfa is better since cfa is more specific than cdc. Not sure how I feel about cfart though.
