Implement the findings from the checkbox spike into the OCR codebase

Acceptance Criteria

Develop a class that can figure out whether a checkbox is checked or not (by hand too)
Add unity test cases (hand filled and machine filled)
Dont worry about integrating it into the OCR pipeline
