In February and March 2024, we interviewed a number of CDC stakeholders about pain points and opportunities around manual data processes. We developed the following framework that we will use to identify our initial target STLT customers:
Has low pandemic readiness, as defined by the Office of Readiness and Response (ORR)
Uses NBS as its surveillance system
Is willing to partner with outside contractors
As of 3/25, we have updated a Skylight-wide STLT spreadsheet that tracks STLT's ELC funding, surveillance system, governance type, and other identifying information. We have filtered the STLT list to 26 STLTs that use NBS, and we are awaiting pandemic readiness information from ORR to further narrow this initial list.
Our goal is to have a list of ~10 STLTs through which to start STLT recruitment. Afterwards, we will connect with 5-8 STLTs, deep dive with 3, and align on an (MVP solution with 1 or 2 STLTs. We will also be connecting with the DIBBs Streamline eCR team to leverage learnings from their STLT recruitment process.
