SPIKE: Add the ability to use OCR as an Executable #72

Moving forward it will be helpful to have a way to conveniently execute the service without having to install the required tooling. We can even drag the executable into an RPA solution with ease. This will also give us the ability to publish releases with versioning.

Acceptance Criteria We could use this in a Docker environment later on if we'd like but this is a good step in the right direction for shipping deployments.
