As a DIBBs engineer, I would like to have a docker compose configuration to quickly setup a record linkage performance testing environment.
Acceptance Criteria
A new compose.yml file in the tests/ directory that spins up the 5 services necessary for running performance testing. In some cases (eg the runner) the services don't need to be functional yet, but they should be accounted for.
