interim patch for prod mounting werkzeug version to be compatible #49

If someone new tries to install MIRA right now, the container will fail (because of this https://stackoverflow.com/questions/77213053/importerror-cannot-import-name-url-quote-from-werkzeug-urls) so I have fixed a working version of werkzeug in requirements.txt and changed NOTHING ELSE so that until v1.1.2 is released, we won't get caught with a nonfunctioning prod branch @nbx0

My testing is complete, I'd like to merge early next week before we answer NJ sphl about sharing our pipeline
