Create ReportVision Backend API skeleton

Please create a skeleton app for the ReportVision backend and save it in a backend folder in the root of the repo

• [x] the skeleton should be able to connect to the DB (postgres)
• [x] initialize the db and include a revision system
• [x] export a crud api for the frontend for the templates
• [x] the backend will be selected based on the output of this ticket
• [x] Please use the SpringBoot Framework
