Quarterly Goal: FY23 Q2 (Jan - Mar 31) - FHIR

The FHIR team goal for Q2 is to delivery an Enterprise FHIR solution in CDC cloud subscription to fully support the Phase 1 of the MedMorph health care survey use case.

The Microsoft FHIR CDC DMI project team has as our goals the following:

Objective 1. Data Exchange is always available, sustainable, secure, and performs at scale.

Key Results

• a.) The FHIR service solution will implement Machine-to-machine authentication using Azure AD app registration, service principal, API Management and FHIR authorization roles to support MedMorph health care survey use case.

Objective 2. Data Exchange supports widely used and emerging data formats in public health (FHIR, HL7v2, CDA, and CSV)

Key Results

• a.) The FHIR service infrastructure will be created in CDC cloud subscription to include components required to support MedMorph health care survey use case reference architecture (RA). This includes Azure Front Door, API Management, Azure AD, FHIR Service, Event Grid, Event Hub, Key Vault, Storage Account, and Log Analytics Workspace.

• b.) The FHIR service solution for processing FHIR message bundle based on MedMorph health care survey use case IG will be fully implemented, tested, and receiving data in CDC cloud subscription, including integration testing with MedMorph background service app.

Objective 3. Data Exchange delivers data as it is received and validated, and provisioned within minutes Key Results

• a.) The FHIR service solution will validate Health Care Survey content bundle based on pre-defined validation rules before creating new resources in FHIR service using Validation Policies in API Management and Validation Profiles stored in FHIR service.

• b.) The FHIR service solution will extract, flatten, and export data to EDAV data lake after processing MedMorph health care survey data in FHIR service. Solution will support export streaming through Event Hub and batch export through FHIR $export operation.

• c.) The FHIR service solution will enable monitoring on all infrastructure in the CDC cloud subscription, to include health status, metrics, and activity logs. Message processing and exporting will also be monitored using Azure Monitor, Log Analytics, and Application Insights.

Objective 4. Data Exchange maximizes the user experience for both senders and receivers, providing visibility and observability

Key Results

• a.) No FHIR Q2 FY23 targeted goals for this 4th objective as the FHIR user experience requirements still need to be defined. Microsoft will obtain requirements and subsequently define and achieve OKR targets for this 4th objective with a targeted delivery date of Q4 FY23.

Stretch goal for Q2FY23 will be to start working on the person auth design.
