It helps public health stakeholders who send data to the CDC while reducing the maintenance efforts, complexity, and duplication of ingestion points to CDC.

Adds slf4j logs and cleans up filtering log and code a bit. Also adds valid v2 manifests for dextesting to enable smoke tests in CD pipeline.
