Determine initial SAMS scopes to create for authZ

Chase and I met with Anderson and Deepak (SAMS team) our use case and process for creating scopes. Chase and I discussed afterward and decided on a PoC using scopes dexupload, dexdownload, and dexstatus. SAMS team created these for us.
