Overview

Support PulseNet team with defining the metadata needed for their uploads.
Continue to assist with stress/load testing support
Continue to assist with the PulseNet browser based upload client

Definition of Done

PulseNet team has provided metadata
Configuration updated to include PulseNet destination and events as well as their required metadata for uploads

Per Cosmin - only need one metadata entry for them, which is a single event and destination. Will review with them after we create and review with them.
