Background

This is intended to be an open source project. To be successful, and follow basic conventions, it needs a good README!

Action requested

Write a README.md file that includes all of the need-to-know goodies that developers crave.

Acceptance Criteria

The file should exist
The file should provide a description of the project
The file should link to required/relevant CDC policies
The file should provide any needed disclaimers
The file should contain any other information that would be helpful to development personnel.
The file should be grammatically correct and free of spelling errors.
