Background

Once our infrastructure code is in place, we need to actually run it!

Action requested

Create a MAKEFILE with necessary tf commands.
Create GH workflows to push out code

Acceptance Criteria

Workflows should exist for deploying infrastructure code to Azure
Code should deploy successfully as created objects
State files should be remotely tracked.
